The State of Qatar ratified the United Nations Convention against Corruption by Decree No. (17) of 2007 – the only binding international convention in the field of preventing and combating corruption – and thus the convention acquired the force of law at the national level in accordance with Article (68) of the Permanent Constitution of the State of Qatar. The convention requires its member states to enhance their legal and institutional systems related to integrity and transparency and to establish specialized bodies in this field or strengthen existing ones.

To build upon the numerous achievements made by the State of Qatar in this area, which have placed it in high positions in relevant international indicators, the state has taken additional steps to strengthen the institutional framework for integrity and transparency. Emiri Decision No. (84) of 2007 was issued to establish the National Committee for Integrity and Transparency, comprising relevant national entities.

Subsequently, Emiri Decision No. (75) of 2011 was issued to establish the Administrative Control and Transparency Authority as a specialized body in promoting integrity and transparency, replacing the aforementioned committee, with the aim of achieving oversight, transparency, and integrity in public office, preventing crimes affecting public funds or public office, and working to address any that occur.
