The Legal Advisor's Office of the Dubai Government, under the management of Advisor Hamdi Abdel Rahman Abdel Majeed, contributed to the development of governmental legal work. The nature of the tasks undertaken by the office during that period varied, including reviewing legislation, contracts, and agreements in which the government or governmental entities were a party, in addition to licensing the practice of the legal professions of law and legal consultancy, and licensing foreign legal consultancy offices to operate in the emirate.
In 2008, in line with the economic and developmental renaissance witnessed by the emirate, which necessitated the development of legal work to meet its requirements; His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai (may God protect and preserve him), directed the establishment of the Department of Legal Affairs for the Dubai Government; to be one of the governmental departments attached to the Ruler's Court, with the aim of providing various types of legal services to the government and governmental entities in the Emirate of Dubai, and overseeing all matters related to legal affairs necessary to keep pace with the development witnessed by the emirate in various economic, social, and developmental fields within a framework of comprehensive legislative regulation, and appointed His Excellency Dr. Lowai Mohamed Balhol as the Director General of the Department.
